Directorate of Consular Affairs

The Ministry of Foreign Affairs, its Camp Offices in Provincial Capitals and its Missions abroad continue to provide efficient, courteous and friendly Consular Services to all Pakistanis and Foreigners.

The primary responsibility of the Consular Affairs Directorate inside Pakistan is to fulfill the requirements of legalization of various documents emanating from Pakistan and abroad. In addition, our Missions provide various Consular Services to Overseas Pakistanis and foreigners within their jurisdiction in the following areas:-

1. Processing of Machine readable Passport in coordination with the DTE (IMPASS)

2. Processing of NICOPs/POCs to overseas Pakistanis in coordination with NADRA

3. Issuance of Emergency Travel Documents (ETDs) to overseas Pakistanis

4. Legalization of documents

5. Repatriation of Pakistanis

6. Provision of Consular access to detained Pakistanis abroad

7. Assistance to destitute Pakistani citizens

8. Provision of legal aid to overseas Pakistanis

9. Birth Registration of Pakistanis Children born overseas

10. Issuance of Visas


A brief summary of Consular Services for the year 2016 is as follows:-

1. 1.049 million Documents (4,000 documents per day) were attested in Pakistan and revenue of Rs. 15.356 million was generated on this account.

2. 8.535 million Overseas Pakistanis were facilitated by our 116 Missions abroad.

3. 176,998 documents were attested by our Missions abroad.

4. 480,735 passports were processed by our Missions abroad.

5. Machine Readable Passport (MRP) facilities were established in 92 Missions.

6. 175,793 NICOP and POC cases were processed by our Missions abroad.

7. 8,994 birth registrations were processed by our Missions abroad.

8. 470,118 visas were issued to foreign nationals by our Missions abroad, including 134,081 family visit visas, 70,677 business visas and 20,044 tourist visas.

9. 67,195 destitute Pakistanis were repatriated.

10. 62,955 Emergency Travel Documents (ETDs) were issued to destitute Pakistanis.

11. 8,007 Pakistani prisoners and detainees were assisted in 33,845 consular visits.

12. 4,810 Pakistani prisoners and detainees were provided legal assistance.


The Ministry of Foreign Affairs also continues to upgrade consular facilities in its Missions abroad through the following measures:-

1. Weekly interaction of Heads of Missions with the Pakistani community.

2. Dedicated focal persons in all Missions to address complaints.

3. 24/7 operational telephone lines to address complaints and queries.

4. Establishment of online appointment and complaint resolution system.

5. Missions remain open on a designated weekend once a month.

6. Priority issuance of business visas.

7. Continuous upgradation of consular facilities, subject to availability of funds.


Consular Services in Pakistan

The Ministry of Foreign Affairs and its Camp Offices in Provincial Capitals continue to provide efficient and friendly Consular Services to the public. The Ministry of Foreign Affairs has upgraded a state-of-the-art fully air-conditioned Consular Services Hall to further to improve our service delivery standards. The Hall was inaugurated and operationalized in October 2013 with the following facilities for the public.

1. Seating capacity of 200 persons.

2. Four LCDs (TVs) with cable networking.

3. Availability of drinking water (5 dispensers with water)

4. Facility of photocopying.

5. Queue Machines.

There are eight counters with networking token system as well as announcement system. One counter is marked for receiving documents only from 'ladies' and 'senior citizens' three counters are marked for receiving documents from 'general public', two counters are marked for returning the documents and two counters are marked for receiving and returning of 'power of attorneys' after attestation. Sufficient numbers of officials are available to facilitate and provide service to the visitors. In addition, courier companies (Gerry's, Leopards, TCS) are authorized to receive and deliver documents for attestation from the general public. All documents received, either directly or indirectly, are efficiently processed and attested within two hours.


Timings of Consular Services by MOFA and Camp Offices

1. 0830-1300 hours daily from Monday-Thursday.
2. 0830-1230 hours on Friday.









Educational Documents

1. Educational certificates issued by Boards of Intermediate and Secondary Education are required to be countersigned by Inter Board Committee of Chairman (IBCC). Degrees issued by various universities are attested from Higher Education Commission (HEC). Certificates of technical skill are attested by the local technical board and National Vocational &Technical Training Commission (NAVTTC).

2. Association of Certified Chartered Accountants (ACCA) certificates are required to be attested by British Council. Result cards and certificates of Institute of Chartered Accountant of Pakistan are required to be attested by concerned authorized officer of Institute of Chartered Accountant of Pakistan (ICAP).

3. Result cards and certificates of Institute of Cost and Management Accountants of Pakistan are required to be attested by the concerned authorized officer of the Institute of Cost and Management Accountants of Pakistan (ICMAP).

4. Certificate issued from Madaris is required to be attested by Wafaqul Madaris and subsequently by IBCC and HEC, as required for each certificate.

5. Bonafide Certificate issued from Universities is required to be attested from Registrar/Deputy Registrar of the University. In case of regular students, photocopy of student's card shall be provided by the applicant or in case of ex-student copy of the certificate/degree duly attested by either IBCC or HEC.

6. Bonafide Certificate issued from Schools and Colleges is required to be attested from District/Area Education Officer or Director School and Colleges. In case of regular students, photocopy of student's card is required to be provided by the applicant or copy of the certificate (IBCC attested).

7. Engineering Diplomas, certificates, experience certificates are required to be attested from Pakistan Engineering Council, Islamabad.
8. School leaving certificates issued from Government and Private schools are required to be attested from District Education Officer / Private Educational Institutions Regulatory Authority (PEIRA).


Nikkah Nama

9. Original Nikkah Nama issued by Nikkah Registrar with his signature and stamp along with marriage registration certificate or identity card of wife with husband name is required.

10. If photocopy of Nikkah Nama is required, it should be attested by a Magistrate or any Gazetted Officer.

Commercial Documents

1. Commercial agreements or any other document on trade etc. are required to be signed by the company executives and countersigned by the local chamber of commerce & industry. If there is any legal document like power of attorney etc. it is required to be executed on stamp paper, thereafter conditions of power of attorney will be applied i.e. the executants are required to come in person for attestation.
2. The documents pertaining to International Air Transport Association (IATA)/Hajj-Umrah agreements are required to be attested by Department of Tourist Services from its regional offices and main office. The photocopies of these documents shall follow the same procedure.
3. License of overseas promoters are required to be attested by Protector of Emigration and photo copy is also required to be attested by the same.
4. Commercial documents related to Securities and Exchange Commission of Pakistan (SECP) and Registrar of Firms is required to be attested by the issuing authority. The photo copy is also required to be attested by the same.


Death Certificate

5. Such certificates if issued by NADRA, hospitals are required to be signed by MS/DMS of a Government Hospital. If issued from Union council, it should be attested by a Magistrate.


Experience Certificates

6. Experience certificates (Beautician, Cooking/Chef, Bus Hostess/ Stewart) are required to be attested from PTDC.

7. Experience certificate (Electrician/Technician, Workshop/Mechanic) are required to be attested from NAVTTC/NTB.

8. Experience certificates (Teaching) are required to be attested from District Education Officer.

9. Experience certificate (Pilot, Air hostess / Stewart) are required to be attested from Civil Aviation Authority (CAA).

10. Any experience certificate issued outside Pakistan along with Birth Certificate/Death Certificate/Nikah Nama, Divorce Certificate etc are required to be attested from the Embassy/High Commission of Pakistan that Country.

11. Experience certificate of Accountant etc is required to be attested from ACCA Pakistan.

12. Engineering Diplomas, certificates, experience certificates are required to be attested from Pakistan Engineering Council, Islamabad.


Divorce Certificates/Unmarried Certificate

13. Are required to be issued by Chairman of Arbitration Council and attested by a Magistrate.

14. Unmarried Certificate/single marital status certificate is required to be attested by the Secretary of the concerned Union Council.


Power of Attorney from Abroad

15. Power of Attorney from abroad is required to be attested by Pakistan Embassy/Consulate in that country as per laid down SOPs dated 25-01-2017. After obtaining the confirmation of its genuiness from the concerned Embassy/Consulate, the Ministry will attest it. For this purpose, attorney appointed in Pakistan is required to come in person with original CNIC.


Note

The validity of Power of Attorneys is 120 days from the date of attestation of Pakistan's Missions abroad and 120 days from date of attestation of Ministry of Foreign Affairs, Islamabad or its Camp offices in Lahore, Karachi, Peshawar and Quetta.


Power of Attorney for Abroad

16. Power of Attorney for abroad regarding sale purchase of property collection of dues etc. is required to be attested by local District Registrar and the executant is required to come in person with original identity card and passport picture. In case of death case, the succession certificate/Guardian Certificate issued by Civil Judge/Judicial Magistrate, is essential for attestation of Power of Attorney.


Note

1. All Powers of Attorneys being submitted abroad are required to be prepared on stamp paper.


Other Documents from Abroad

2. Other documents i.e. Birth Certificate, Death Certificate, Life Certificate, Marriage Certificate and other Bank related documents (application for opening of dormant account) etc. issued from different authorities in abroad are required to be attested by Pakistan Embassy/Consulate in that country.


Affidavits

3. All types of affidavits are required to be made on stamp papers. Attestation of a magistrate is compulsory and the signatory is required to come in person.


Driving License Attestation

4. Original driving license, along with No Objection Certificate (NOC) from the concerned licensing authority. In cases where original license is not available, a copy of license duly attested by the concerned licensing authority is required. (NOTE: License without NOC shall not be attested).


Police Character Certificates

5. It is required to be issued by local District Police Officer (DPO) or, in case of tribal areas, by the concerned Political Agent.


Birth Certificates

6. In case of issuance from a hospital it should be duly signed and stamped by Medical Superintendent/Deputy Medical Superintendent (MS/DMS) and, in case of Union Council, by the concerned Secretary Union Council.


Bank Papers

7. Duly signed and stamped from the concerned Bank Officer. All such documents are also required to be re-verified from Islamabad branches of respective Banks.


Medical Documents

8. Papers regarding MBBS/PMDC/Experience Certificates of doctors and Pharmacists are required to be attested by Ministry of National Health Services. Nursing Diplomas and other health related diplomas/certificates are also required to be signed by Ministry of National Health Services.

9. Medical fitness certificates are required to be signed by MS/DMS/Civil Surgeon/Director Medical Board, District Health Officer.

10. Certificates for Bed rest on medical grounds are required to be signed by MS/DMS/Civil Surgeon/Director Medical Board or District Health Officer. Bed rest should not have medicine. In case of prescribed medicines, it should be attested from Drug Regulatory Authority of Pakistan as well.


Miscellaneous Documents

11. Documents issued by Defense Organizations are required to be attested by Ministry of Defense.

12. Certificates regarding import of no-prohibited arms of yester years are required to be referred to Ministry of Commerce for verification their genuineness before their attestation by the Ministry.

13. This Ministry will only attest the documents in Urdu/English. Translations are required to have English in one column on the same page along with the language required i.e. Arabic, French, German, Italian etc.

14. Attestation of the documents of permanent nature i.e. birth certificate, nikkah nama, educational certificates, death certificates and all the document issued by NADRA will always remain valid.

15. Documents attested by our Camp Offices in Lahore, Karachi, Peshawar and Quetta are treated at par with those attested by the Ministry. Specimen stamps and signatures of all authorized officials in Camp Offices are routinely provided to all Pakistan Missions abroad as well as to all Diplomatic Missions in Pakistan. Accordingly, these attestations have authenticity as the Ministry of Foreign Affairs, Islamabad and not required to be re-attested.

16. Documents issued by NADRA are required to be directly attested from this office.

17. Documents issued by FBR will be sent to the respective offices for verification before their subsequent attestation by Ministry of Foreign Affairs, Islamabad and its Camp Offices. Only online FBR Tax Payer Certificate will be attested on the same day, provided it is either directly submitted by the applicant or his/her blood relative.

18. FIR relating to loss of passport will only be attested after the original verification by the concerned police station.

19. Photocopies of Pakistani passport will only be attested after verification by the concerned Passport Office.

20. Affidavit regarding moveable/immoveable property required to be attested by concerned Tehsildar / Sub Registrar.


Any Other Document

21. Miscellaneous documents, in addition to the documents mentioned above, will be disposed off on merit and case to case basis.


Non Attestable Documents

22. Identity cards and its translation, criminal Judgments/FIR, Affidavits regarding no criminal record, Political/Criminal Disputes, domicile, photographs, invitation letters, visa note, insurance papers, charity documents of NGO's and papers of registry and sale/purchase of land etc. will not be attested.
