A-Attestation of Documents/Execution of Power of Attorneys

Consulate General of Pakistan, Dubai only countersigns the attestation done by other authorities. It does not attest either the contents or the genuineness of the document. The Consulate, thus, verifies the signatures of concerned attesting authorities. These documents include:

  1. Documents issued by various Authorities of Central, Provincial and Local Governments in Pakistan.
  2. Documents verified/attested by Authorities in UAE which are intended to be presented in Pakistan.

General Instructions:

    • Who Can Present Documents at the Consulate:
  • The applicant himself or his family member/relative (with authority letter)
  • The person presenting the documents on behalf of his relative is required to show his/her original ID card and Passport.
  • If no family member/relative of the applicant is residing in UAE, the applicant is required to produce an Authority Letter to the authorized person, duly attested by Ministry of Foreign Affairs, Pakistan, to be brought at the counter along with other related documents.
    • Original and Valid CNIC/NICOP and Passport (with valid residence visa) should be brought along the documents (as well as with their photocopies)
    • The Consulate only attests documents in Urdu and English versions.
    • Document (or its translation) in any other language other than English is not attested.
    • Documents once attested will remain valid forever and hence will not be re-attested. 
    • Attestation made by the Camp Offices of the Ministry of Foreign Affairs at Lahore, Quetta, Peshawar and Karachi has the same weightage and authenticity as the Ministry of Foreign Affairs, Islamabad. 

Special Instructions:

  • Documents issued by various Authorities of Central, Provincial and Local Governments in Pakistan must be countersigned by the Ministry of Foreign Affairs, Government of Pakistan. *
  • Documents verified/attested by Authorities in UAE, which are intended to be presented in Pakistan, must be countersigned by the Ministry of Foreign Affairs, Government of UAE.

Procedural Requirements of Documents


1. Power of Attorney (From UAE)

  • Three (03) Sets of the Power Of Attorney
  • Three (03) Photographs
  • Original Pakistani passport (with valid residence visa) and NICOP/CNIC of the executant
  • Two (02) witnesses (Pakistani Citizens) must have signed the submitted Power of Attorney
  • The executant must come in person for signing the Power of Attorney

2. Driving License Attestation

Valid Original Driving License with an affidavit.


3. Educational Documents (Issued by Pakistani Schools in UAE)

All educational certificates issued by Pakistani schools in UAE should be attested by the local Ministry of Education and must be countersigned by the Ministry of Foreign Affairs UAE.


4. Attestation of Will

While attesting Will(s) the following procedures should be followed which have been endorsed by the Ministry of Law, Justice and Human Rights, Government of Pakistan

  • Will should first be notarized by the local court and then countersigned by the local Foreign Office before its attestation by our Mission. Then the mission may adopt procedures which are being followed for attestation of Power of Attorneys.
  • Furthermore, a will must be attested by two or more witnesses; each of whom has seen the signatory of will, sign or affix his mark to the will or have seen some other person sign the will in their presence and by the direction of the presenter of will.

Documents Not Acceptable For Attestation
The following documents in original as well as the copies of these documents are not attested by the Consulate General of Pakistan:

    1. Domicile
    2. CNIC/NICOP
    3. Visa Note/Invitation Letters for Foreigners
    4. Documents related to Immoveable Property (i.e. Registries of the Plots and Agriculture Land)

Divorce Certificate

Divorce Certificate should be issued by Chairman Arbitration Council of the Area or the Court judgment regarding dissolution of marriage should be presented for attestation.

Unmarried Certificate  Affidavit/Union Council Certificate

Affidavit from Parents and an unmarried certificate from Secretary/Nazim Union Council should be attached with the affidavit.

CNIC Cancellation Form

Issued by NADRA or District Registration Officer.

Driving License

Original Driving License has to be presented at the counter along with NOC issued by concerned License Issuing Authority. Only original NOC is attested. Copy of CARD driving license is also attested.

School Leaving Certificate

School leaving certificate of Class I-IX countersigned by District Education Officer and Class X attested by Inter Board Committee of Chairman (IBCC).

Secondary School Certificate

Attested by Inter Board Committee of Chairmen (IBCC)

13

Higher Secondary School Certificate

Attested by Inter Board Committee of Chairmen (IBCC)

14

Diploma of One year duration and short courses

These certificates first have to be attested by National Training Bureau (NTB).

15

Bachelors and Masters Degree

Attested by Higher Education Commission (HEC).

Degrees/Diploma Certificates relating to Medical Professionals
PMDC Registrations, etc. Experience Certificates

All the documents have first to be attested by the Ministry of National Health Services, Regulations and Coordination. The MBBS degree has to be attested by HEC.

Diploma of Paramedical Professionals,
Nursing Diplomas etc. (Experience Certificates)

All Nursing related documents first have to be attested by the Ministry of National Health Services, Regulations and Coordination.

Succession and Guardianship Certificate

Issued by the Civil Judge of the Civil Court.

Special Power of Attorney from Pakistan to person Abroad

Power of Attorney should be presented along with Succession Certificate and Guardianship Certificate. To get the attestation, the Executant(s) has to be present in person to sign the Power of Attorney or it should be registered with concerned Sub-Registrar of the Revenue Department.

Power of Attorney from Abroad to a person in Pakistan

Person authorized in Pakistan has to appear in person with original ID card to get the Power of Attorney attested from MOFA.

Documents relating to Commerce/Trade

Attested by the concerned Chamber of Commerce and Industry.

Attestation of Photocopy of Passport

Attested by the In-Charge of concerned Passport Office (Ref. Dte Gen. Immigrations & Passports (Hqrs.) letter no. 2/02/2015-Policy)

Translation from the approved translation house by the concerned Embassy/Department will be accepted.

    B-National Identity Card for Overseas Pakistanis (NICOP)

 

Requirements:

(Note: All below mentioned documents should be brought in original along with their photocopies as well)


1. Renewal/SNICOP for CNIC Holder

  • Original CNIC (Computerized National Identity Card)
  • Original Passport (with valid residence visa)
  • Photocopy (or at least number) of CNIC of any blood relative (Father, Mother, Brother, Sister, Son, Daughter)

2. Duplicate of Lost ID Card

  • Original National CNIC/NICOP
  • Original Passport (with valid residence visa)
  • Photocopy (or at least number) of CNIC of any blood relative (Father, Mother, Brother, Sister, Son, Daughter)

3.   For New Born Baby

  • Original Birth Certificate (duly attested by Ministry of Foreign Affairs, Pakistan or UAE)
  • Parents Original CNIC/NICOP
  • Parents Original Passports (with valid residence visa)
  • Marriage Certificate of Parents (duly attested by Ministry of Foreign Affairs, Pakistan or UAE)

Note: Parents marital status must be 'Married' for processing the ID card of a New Born

 

4.  Change in Marital Status

  • Original NICOP/CNIC/SNICOP of applicant
  • Original Passport (with valid residence visa)
  • Marriage certificate attested by Pakistan Embassy/Consulate
  • Husband/Wife's National I.D card or copy of I.D Card

5.   Correction of Age

  • Valid Manual Passport original or original Matriculation certificate attested by Embassy/consulate or Court order from Pakistani court
  • Original NICOP/CNIC/SNICOP
  • Photo copy of ID card of any blood relative (Brother, sister, father, mother, son, daughter, wife)

Note:Correction of age is only possible, at NRC Dubai, if the age difference to be corrected is less than 5 years and age of applicant himself/herself is less than 45 years.


C. Machine Readable Passports (MRPs)

Types of Passports

  • Normal 36 pages
  • Urgent 36 pages
  • Normal 72 pages
  • Urgent 72 pages
  • Normal 100 pages
  • Urgent 100 pages

Passport validity

  • Validity of Passport 5 years (for all applicants.
  • Validity of Passport 10 years (for applicants above 15 years) (If needed)

Requirements

The documents which are required for Machine Readable Passport are as under:

1. For Adults

  • Original old passport along with photocopy.
  • Original valid CNIC / NICOP along with photocopy.
  • Original valid resident Visa along with photocopy.
  • In case of Lost of Passport, original Police Report attested by Ministry of Foreign Affairs, UAE along with photocopy
  • Marriage Certificate (in case of new marriage).

2. For Children (under 18 Years)

  • For New Born
  • Original Birth Certificate (Attested by Ministry of Foreign Affairs, UAE) along with photocopy
  • Original old Passport along with photocopy (if any).
  • Original valid NICOP/CRC (B-Form) with photocopy.
  • Original Valid Resident Visa along with photocopy (If any)
  • Parents original CNIC/NICOP along with photocopy.
  • Parents original Passports and Visas along with photocopy.
  • In case, Parents (Father / Mother) is non Pakistani national. NOC is required from respective (Embassy or Consulate) along with NOC from that parent.
  • In case of Lost of Passport, original Police Report attested by Ministry of Foreign Affairs, UAE along with photocopy.
  • Children under age of l5 years cannot apply for 10 years validity passport. 

3. For Dual Nationals

  • Original Pakistani CNIC/NICOP along with photocopy
  • Original Pakistani Passport along with photocopy
  • Original Foreign Passport along with photocopy
  • Valid residence visa along with photocopy

Note: passports of dual nationals will be processed after getting approval from concern quarters in Pakistan

D. Registration of Pakistani children born abroad

Requirements:

  1. Complete Form S-1
  2. Two Current Photographs of the child
  3. Original birth certificate and a copy of the Passport.
  4. Proof of father's Pakistani nationality (NIC or Passport) attach photocopy
  5. Registration fee

E. Visa

  • Requirements For Non-Indian Nationals
  • Please read these instructions carefully before filling in the application form

    1. No Column should be left blank.
    2. Incomplete forms with vague entries shall not be accepted.
    3. Where applicable, copies of supportive documents should be submitted along with the application form.
    4. Applicants may use extra sheets in case of insufficient space in the columns of the Visa Form
    5. Two Passport size photograph with white background should be attached with Visa Form.
    6. Residence Visa should be valid (of U.A.E)
    7. Passport should be valid for minimum 6 months.
    8. N.O.C from Sponsor on letter head of the company with stamp and signature (original)
    9. Original Passport along with photocopy of passport and visa page.
    10. Applicants could be asked to appear for interview, if required.
    11. Minimum time for visa processing is 3 working days.
    12. Visa application for non-residents will not be accepted

    Note:In addition to the above mentioned general guidelines, following requirements for various categories of visas should also be fulfilled


    Business Visa

    1. Bank Statement and Trade License copy
    2. Original Invitation Letter from Pakistan on company letter head (signed and stamped)
    3. Invitation Letter Issued by the Chamber of Commerce in Pakistan

    Tourist Visa


    1. Hotel reservation or tour operator's letter from Pakistan
    2. Confirmed Air Ticket at least twenty days before scheduled departure to Pakistan

    Work Visa

    1. Work visas will only be issued on receipt of approval from the concerned authorities, Government of Pakistan.
    2. The organization/company employing foreign nationals in Pakistan will apply directly to the government authorities and on obtaining their no objection the applicant will be issued a work visa for the period specified in the approval.

    Student Visa

    1. Issued only after the approval of the concerned authorities Government of Pakistan
    2. Ministry of Education, Government of Pakistan for admission on self financing basis.
    3. Economic Affairs Division, Government of Pakistan for scholarship holders.

    2. Requirements for Indian Nationals 

    Details of documents required for various categories are given below:

    Business Visa

    1. Application forms: (8 sets (Original+7 copies)
    2. Fresh Photographs: (9 (8 passport size and 1"x1" size)
    3. NOC from Sponsor in UAE Original
    4. Invitation letter from Pakistan Original (if applicant wishes to visit more than one city, invitation and address of each is required. Fax is also acceptable. Letter from Chamber of Commerce is also required)
    5. Photocopy of Passport: (8 (including visa page)
    6. Photocopy of Trade License: (8 copies)
    7. Bank statement for last three months: (8 copies)
    8. In case of own business, attach photocopy of trade license, in which name of the applicant is added.

    Visit Visa to see Relatives

    1. Application forms: 8 sets (Original+7 copies)
    2. Fresh Photographs: 9 (8 passport size and 1"x1" size)
    3. NOC from Sponsor in UAE Original
    4. Invitation letter from Pakistan On notarized and attested Affidavit/Stamp Paper. (If applicant wishes to visit more than one city, invitation and address of each is required. Fax is also acceptable.)
    5. Photocopy of Passport: 8 (including visa page)
    6. Photocopy of Passport and Marriage Certificate (duly attested form the Consulate General of Pakistan, Dubai) in case of spouse of a Pakistan National
    7. Children having Indian passports also attach photocopies of their birth certificates, NOC from parents, parents' passports and parents' marriage certificates, in case when one of the parents is a Pakistan National.

    Visa Processing Time
    Visa process takes minimum 90 days. In some cases it can take even more. So the applicants are advised to apply visa well in advance.


    Instructions to Fill the Form

    1. Application Forms should be typed. Incomplete and hand written forms will be rejected.
    2. Please provide complete address (actual) with working telephone numbers of Pakistan and India, wherever required; especially the serial numbers 8, 9, 20a, 20b and Part II (additional particulars) be filled properly.
    3. Please ensure to fill and sign the Undertaking.

    Note: Grant of visa or otherwise is the discretion of Government of Pakistan. Visa Fee once deposited in the bank will not be refunded.
